The image depicts a samurai, Minamoto no Tametomo, who finds himself shipwrecked whilst out at sea.  In a rare moment of weakness, he attempts to commit seppuku, a form of ritual suicide - only for a group of Tengu (mythical creatures in the form of half bird, half man - usually malevolent creatures in Japanese mythology), to come rushing to his aid to rescue him, even though it is normally against their nature to do so.  A giant ‘crocodile-shark’, who may have been the intial cause of the shipwreck, looks on, and looms ever so closer.
